2020–2021 CAASPP, Summative ELPAC, and Initial ELPAC Special Request for Paper Exams

Dear LEA CAASPP or ELPAC Coordinator:

The tests comprising the California Assessment of Student Performance and Progress (CAASPP) and the Summative English Language Proficiency Assessments for California (ELPAC) are to be administered online. California’s local educational agencies (LEAs) have made online testing available to all students for the 2020–2021 test administration as required in the California Code of Regulations, Title 5 (5 CCR), Section 853(b) for CAASPP; and 5 CCR, sections 11518.5(d) and 11518.15(b) for the Summative ELPAC. However, in some situations, students may face barriers when taking an online assessment.

If any student in the LEA faces such barriers to accessing online assessments in 2020–2021, such as a student whose individualized education program (IEP) or Section 504 plan requires the student be tested using a braille, large-print, or regular paper-based assessment, please complete this online form. The California Department of Education and the Educational Testing Service CAASPP and ELPAC team will review and respond to each request.

Please note that this form should not be used for the 2020–2021 Initial ELPAC paper-based assessment. Students needing a paper exam should use the paper-based forms from the 2019–2020 administration. LEAs will submit a list of Statewide Student Identifiers for students who take the 2020–2021 Initial ELPAC paper-based assessment within this time frame.
